The NRL's administration has stated that participants who sign with the “counterfeit” R360 will be prohibited for 10 years.
The proposed competition, scheduled to begin in late 2026, is seeking to lure players from union and league with substantial agreements and a condensed game calendar.
Top NRL athletes have reportedly been approached by R360, which will involve six or eight men's sides and four women's sides based in large metropolitan areas around the world.
Samoa's the rugby star, who represents New Zealand Warriors in the NRL, has stated he has had negotiations involving the breakaway league.
Ryan Papenhuyzen, Zac Lomax, Haas and Gray are also said to be thinking about signing the rebel league.
A group of rugby union teams, including Australia, recently declared a ban on players joining R360 appearing in test matches.
“We have consulted our franchises and we've responded strongly,” stated the league's chief Peter V'Landys.
“Unfortunately, there will always be entities that try to exploit our sport for economic benefit.
“They don't invest in talent pipelines or the development of athletes. They merely capitalize on the efforts of existing bodies, putting players at risk of economic hardship while benefiting financially.
“In truth, they represent, copying the game.”
R360 is co-founded by ex-England star Mike Tindall and backed by independent financiers.
Subsequent to the possible union sanctions were declared last week, it stated: “We seek to cooperate collaboratively as part of the worldwide fixture list.
“The event is designed with customized calendars for male and female sides and the organization will allow all athletes for test matches, as specified in their deals.”
The new league will seek approval for its initiatives from the international authority, union's administrative organization, at its council meeting in the coming year.
